1 .) What is BIS licence and who has to take the licence mandatorily.?
BIS Stands for " Bureau of Indian Standards " which is headquartered in Delhi and 41 branch offices scattered PAN India. Under Schedule-I and Scheme-II, also known as Product Certification Scheme, it grants licences for various products. Till date there are 380+ products which require mandatory licence to be taken under the product certification scheme. The list ccan be seen on The BIS licence has to be taken by all the manufacturers manufacturing products that lie under the list mandatory certification
2.) Who is eligible for a BIS licence.?
Only manufacturers are allowed to even apply and take the BIS licence. Neither Shopkeepers , traders, importers, wholesalers , no-one apart from the manufacturer whether Indian or Foreign can have a BIS licence. Both MSME's and large scale industries can apply for BIS licence.
3. ) What are Indian Standards or IS and how to find a relevant one for your product.
IS stands for INDIAN STANDARD which basically is a standard document against which the product must comply, it lays down all the test methods , procedures, desired results for failure and pass of samples, etc. All products have specific associated IS for them for which the licence has to be obtained. 4.) Is in-house test lab required for BIS licence.? If yes, then Why.?
Yes, a in-house test facility as per the Indian standard ( IS ) is required to be present in the manufacturing premises in which the tests as per IS can be carried out on regular basis. It is required because, in the process of getting the licence you only get your product tested maybe once or twice, but the production process is perpetual. So to ascertain the quality of the products after certain time as guided by standard ( maybe batch to batch or everyday ), they have to be tested in-house and proper records for the same have to be maintained.
5.) In a BIS license a product is certified or the complete manufacturing unit.?
BIS licence is granted for a specific Indian Standard, which means when you get a licence, it is for a specific product which is certified, and not the complete manufacturing unit. If 2 mandatory products are being produced in the same facility, 2 licences have to be applied for in the department.
6.) What is the validity of BIS licence.?
BIS Licence for Indian manufacturers is initially granted for 1 year and after the first year it can be renewed for upto 5 years by paying the required fees.

7.) What is the fee structure for BIS licence.?
The following charges are to be paid to BIS:
  • Application Fees : INR 1,000
  • Licence Fees : INR 1,000
  • Audit charges : INR 7,000
  • Sample testing charges from BIS approved lab : INR 7,000-15,000
    ( Approx. - exact depending on the product )
  • Minimum Marking Fees : MSME - Approx. INR 40-70,000 , Large Scale - INR 70,000-1,00,000

    Note: GST @18% applicable on all the charges above , govt. fees to be paid on govt. potal and testing charges to be paid to the testing lab respectively.

8.) If a manufacturer exporting all of it's produce to a foreign country is BIS licence applicable.?
No. If an Indian manufacturer exports all of it's production to a foreign country BIS licence is not mandatory, in that case the manufacturer has to comply to the regulations of the destination country.
9.) What are the pre-requisites or requirements for obtaining a BIS licence.?
  • The applicant must be a manufacturer
  • Complete manufacturing facilities must be available
  • Basic company documents like list of machineries, raw materials, etc.
  • Ready samples which can be tested at a BIS approved laboratory

10.) In a BIS license a product is certified or the complete manufacturing unit.?
After grant of licence to a manufacturer, BIS carries out surprise factory surveillance inspections through visit to the factory by certification officers of BIS or by personnel of the Agents appointed by BIS as per Rule 33 of BIS Rules, 2018. During such visits, it is verified that the manufacturer continues to maintain the manufacturing infrastructure, process controls, quality control and testing capabilities and conformity of the product to the relevant standard(s). Testing of the product samples in factory is also witnessed during such visits. Sample of ISI marked product is also drawn from the factory for verifying conformity to relevant ISS through third party laboratory testing. BIS also carries out market surveillance through purchase of samples of ISI marked product for verifying conformity of the product to relevant ISS through third party laboratory testing.
11.) What is the validity of BIS test Report.?
From the date of Issue of test report, BIS lab's test report must not be older than 90 days.
12.) What are the consequences for non-cooperation during the factory surveillance.?
Non-cooperation by the manufacturing unit during factory surveillance is a violation of terms & Conditions of BIS license which may lead to suspension and/or cancellation of license as per extant rules and regulations.
